This example dates from the period during which the order functioned as a French colonial decoration (1896-1948). It was conferred upon military and civil officials in recognition of distinguished service in Cambodia, typically after a minimum of ten years of meritorious service. From an old German diplomat's collection, assembled prior to 1920 - Founded in 1864 by King Norodom I, the order was instituted following the establishment of the French Protectorate over Cambodia, which allowed the kingdom to disengage from Siamese influence. It was awarded to individuals in recognition of distinguished civil and military service
